Development of a strategy for the management of works-design contracts, which is revised on the basis of the current conditions and aims at the prompt completion of works and opening of road sections to traffic (innovations in the Regulation for design and works, advance works).
Establishment of Guidelines for Conducting Road Works Designs (OSMEO) that now constitute part of the contractual documents for the preparation of designs and the construction of works. These Guidelines stipulate the design principles and specifications to be applied in each highways design stage. This document updates and, more importantly, supplements the National Design Specifications.
Official participation of experts from abroad to deliver their opinion on how to solve special design and construction technical problems of extreme difficulty.
Award of call-up contracts (framework contracts) to designers selected through international competitions, so that any problems encountered can be dealt with immediately.
Participation of Independent Checkers for major bridge and tunnel designs.
Preparation of standard tender documents. These include descriptive price lists for approx. 900 work items, which by Law 3263 regarding public works were stipulated as being mandatory nationwide. In addition, a database was created to include the costs of all types of materials and works.
Provision for the professional indemnity and third-party insurance of designs and construction works.
Development of a Digital Register and a Document Control System that supports reporting and tracking of all types of submitted designs.
