Tendering Procedures  

In the design assignment, EGNATIA ODOS AE follows procedures ensuring publicity, transparency, competitiveness and objective evaluation of the offers of the Greek and European Design Offices and Contracting Companies.

The design tendering procedures of services and projects are governed by the Regulation of EGNATIA ODOS AE, which is based as regards the technical designs of projects and similar services on Law 3316/05 “Assignment and execution of public contracts for designs and provision of the respective services and other stipulations” as amended with Law 3481/06 and Law 3621/07 and as regards the projects, on the stipulations of Law 3669/08 “Codification of Law governing Public Works”.
As regards the provision of other services, the Regulation is based on Directive 2004/18EC for the “Coordination of procedures for the award of public works contracts, public supply contracts and public service contracts” and PD. 60/07 “Adaptation of the Greek Law to the provisions of Directive 2004/18ΕC”.
The procurement tendering procedures are governed by the Procurement Regulation of EGNATIA ODOS AE. 

The tendering procedure is carried out on condition that the designs are mature, the environmental terms have been issued and the project has been incorporated into financing programmes.

To secure as much as possible the contracts and the high standards required by a modern highway, the tender documents are updated, with respect the Regulation and the Community Directives, taking into account the currently applied technical rules.
EGNATIA ODOS AE has carried out a long term programming of tenders and has until today tendered projects of billions of Euros.

EGNATIA ODOS AE uses a system of “Open Tendering Procedure” for the Contractors’ selection, using the criterion of the “lower price offered”, while at the same time applying the Standard Tender Documents of the projects of MEPPW (Call for Proposals, Financial Bid, Technical Specifications, Design Price list, Materials and Workmanship Specifications etc).
Additionally to the MEPPW Tender Documents, the Company has also prepared  documents such as: Technical Specifications for Tunnels, Descriptive Price List of approximately 1000 articles, Special Conditions of Contract, Guidelines for Conducting Road Works Designs (OSMEO) etc, which the company applied prior to the issuing of the Standards of MEPPW and still applies where required, carrying out at same time a cost research, in order to approach the real direct cost of activities involved in highway construction and update it. 
Finally, we would like to point out that EGNATIA ODOS AE has significantly reduced the time required for design- services, project and procurement tendering, talking advantage of the Community Directives, by using an electronic system of dispatching the notices to the European Union Official Gazette and providing the interested parties with a direct and full access to the tender documents, which are nowadays announced on EGNATIA ODOS AE web page.
